1. Bidding conditions The bidding project has been approved by the relevant departments for project construction. The project owner is Ningxia Highway Construction Administration, and the construction fund is self-raised by the owner. The project has already met the conditions for bidding, and the domestic public bidding for the procurement and installation of the project is now carried out.
2. Project Overview and Bidding Scope This project is a “turnkey†project. The main project includes the procurement, installation and commissioning of two 33m2 outdoor LED full-color displays. The display screen is installed in the ceiling of the Yinchuan main line toll station. The parts are installed in the east and west directions respectively, and the remote control system is installed in the monitoring hall of Yinchuan Film Center (the first floor of the north side building of Yinchuan Main Line Toll Station). The estimated construction period is from July 16 to August 31, 2008.
3. Bidder qualification requirements This project adopts the post-qualification method. The bidder qualification requirements are:
(1) The bidder is a manufacturer or agent qualified for LED display production or has the qualification of contracting communication, monitoring and charging comprehensive system engineering for highway traffic engineering of the Ministry of Construction of the People's Republic of China.
(2) The registered capital is more than 10 million yuan, and the annual main business income of the past three years is not less than 5 million yuan, and the working capital is not less than 3 million yuan.
(3) In the past three years, at least three projects with the scale and complexity of the project have been independently undertaken.
(4) There are after-sales service agencies or agreement cooperation units in Ningxia.
4. Acquisition of bidding documents
(1) Anyone who intends to participate in the bidding shall be from June 20, 2008 to July 4, 2008 (except statutory public holidays and legal holidays), 8:30-11:30, 15:00-17:30 daily. (Beijing time, the same below) holding the unit introduction letter, business license (copy), organization code certificate (copy), power of attorney, the ID card of the client and a copy of the above documents (with official seal) to purchase the bidding documents.
(2) Each set of bidding documents is priced at RMB 1,000 and will not be refunded after sale.
5. Submitting bid documents
(1) The deadline for submission of bid documents (bid deadline, the same below) is 15:00 on July 9, 2008.
(2) The bidder shall not accept the tender documents that are delivered late or not delivered to the designated place.
