Eligibility requirements for bidders:
1. Legal person business license; 2. Tax registration certificate; 3. Legal representative authorization; 4. Qualification statement of manufacturer; 5. Qualification statement of distributor (as agent); 6. Authorization letter from manufacturer; The creditor's credit certificate: the financial audit report issued by the accounting firm or the credit certificate issued by the bank (the bank deposit certificate is invalid); 8. Bid evaluation methods and standards:
The evaluation of this project uses the comprehensive scoring method. The full score is 100 points: the price is 30 points; the technical performance is 40 points; the after-sales service is 15 points; the enterprise qualification and related performance is 10 points; the response level to the bidding documents is 5 points.
The price points in the comprehensive scoring method are uniformly calculated by the low price priority method, that is, the bid price that meets the requirements of the bidding documents and the lowest bid price is the benchmark price, and the price is divided into full marks. The price points of other bidders are uniformly calculated according to the following formula. :
Bid quotation score = (bid evaluation base price / bid quotation) × price weight × 100
The sum of the above score factors is the total score of the judges. The bidder with the highest total score is the winning bidder, and the second is the bid winner. When the scores are the same, the bids are arranged in order from low to high. If the scores and the bidding quotations are the same, they are arranged in the order of the technical indicators.
