How to eliminate the "digital divide"? Zhang Feng clearly stated that by the end of this year, a telecommunication universal service compensation mechanism will be established to form a long-term mechanism to support broadband development in rural areas and the central and western regions.

Promoting speed-up and fee-reduction and raising the level of market competition is undoubtedly the ultimate solution to this problem. At present, China has begun trials for the mobile resale business and the broadband access market to private capital. Data show that from January to May this year, the number of mobile resale net increase users accounted for 41% of the total net increase in the industry, and the momentum of development is good.

Zhang Feng said that by the end of this year, pilot cities for broadband access will be expanded to more than 30, and pilot companies are expected to reach or exceed 100, while mobile resale services will be fully open next year.
