Large groups dominate the new pattern of China's rare earth industry development

Following the signing of an integration and restructuring agreement with nine rare earth enterprises in Inner Mongolia last year, this year, Northern Rare Earth (Group) High-Tech Co., Ltd. is planning to integrate other rare earth smelting and separating enterprises.

"At present, the pattern of large-scale rare earth groups leading the development of China's rare earth industry has basically taken shape." At the 7th China Baotou Rare Earth Industry Forum, which was opened recently, Chinese Vice Minister of Industry and Information Technology Xin Guobin said.

In May 2011, the State Council issued a number of opinions to promote the sustainable and healthy development of the rare earth industry, and proposed to promote the merger and reorganization of the rare earth industry under the principles of policy guidance and market operation.

Since last year, the Ministry of Industry and Information Technology has approved the establishment of six large-scale rare earth groups of Chinalco, Northern Rare Earth, Xiamen Tungsten, China Minmetals, Guangdong Rare Earth and Southern Rare Earth. The current formation is being stepped up.

“At present, 77 of the 78 rare earth mining licenses in the country have been integrated, and 77 of the 99 rare earth smelting and separating enterprises in the country have been integrated.” Xin Guobin said that in the coming period, six large rare earth groups will further accelerate all rare earths in the country. The progress of restructuring of mining and smelting and separating enterprises, especially the realization of substantial integration.

The "mother of new materials" rare earth is widely used in high-tech fields such as electronic information, new energy, nuclear industry, aerospace and other high-tech fields, and is a rare strategic resource. For a long time, China has supported more than 90% of the global demand for rare earth products. At the same time, problems such as scattered industrial layout, overcapacity, vicious competition, and low-end products have also plagued the healthy development of China's rare earth industry.

"In the past few years, although the regulation and control efforts have been continuously increased, the production capacity of rare earth products in the country has not declined, and it is expected to reach 400,000 tons, which is more than three times the output of legal products last year. Products, at least 40,000 tons; enterprise integration work has not been completed ... various factors, resulting in a sharp decline in the price of rare earth products since 2011, continued to slump." Chen Zhanheng, deputy secretary general of China Rare Earth Industry Association said.

Promoting the merger and reorganization of rare earth enterprises with the help of market forces is a major regulatory measure introduced by China in recent years to promote the healthy development of the rare earth industry.

In accordance with national requirements, the six large-scale rare earth enterprise groups that have been established must assume the responsibility of fair competition and stable market order. “For example, integrating rare earth enterprises scattered in the region, implementing capacity reduction, protecting and managing the ecological environment,” said Zhang Anwen, deputy secretary general of the China Rare Earth Society.

The Chinese government has promised that in the process of forming a large-scale rare earth group, it will implement a model of enterprise-led, diversified investment and market-oriented operation, and optimize and refine the rare earth industry policy to create a market environment conducive to enterprise development.

Some insiders worry that due to the impact of economic interests, the local protection mentality of the grassroots government has become a major obstacle to the integration of the rare earth industry.

“Currently, the development of China's rare earth industry has entered a critical period of progress to a new level.” Xin Guobin said that the Ministry of Industry and Information Technology requires relevant provinces (autonomous regions) to strengthen the guidance and inspection of the formation of large-scale rare earth groups, and timely acceptance of the requirements. Time-limited supervision of slow progress to ensure that all integration work is completed by the end of this year.

"The purpose is to form a number of large-scale comprehensive rare earth groups with first-class technology, advanced equipment and strong international competitiveness through efforts, and strive to make the Chinese rare earth industry as a whole by the end of the '13th Five-Year Plan' (end of 2020). High-end applications and high value-added development stages, the strategic value of rare earths has been fully utilized." Xin Guobin said.
