Wang Liping: Anti-counterfeiting of online transactions should be normalized

“Internet marketing channels are increasingly important for modern enterprises, but currently online fraud suffers from various difficulties, which can neither meet consumer rights protection requirements nor contribute to the long-term development of e-commerce.” During the two sessions this year, the NPC deputies and directors of Guangbo Group Wang Liping brought advice on establishing a multi-sector linkage mechanism to implement counterfeiting of online transactions.

Representative Wang Liping believes that the current network counterfeiting bottleneck is mainly manifested in: e-commerce platform to master big data about sellers, sales, complaints, etc., but the information is not transparent, the online attack of law enforcement agencies faces "technical barriers"; e-commerce product supervision exists sampling and traceability “Dilemma”, many sellers of e-commerce products, rapid changes, difficulties in investigation and evidence collection; e-commerce anti-counterfeiting related to quality inspection, industry and commerce, public security, communications and other departments and e-commerce platform, online fraud multi-agent, power dispersion, effect micro .

“The counterfeiting of network transactions should be normalized.” Representative Wang Liping proposed that we must first establish a multi-sector linkage mechanism and establish a communication system with major e-commerce platforms to form e-commerce products led by the quality inspection department, other departments participating, and e-commerce platforms. The Quality Law Enforcement Cooperation Network, in particular, must unite the public security, market supervision and other departments to strengthen the effectiveness of "hit." He also pointed out that at present, online trading buyers, sellers, sales platforms, and manufacturers are located in different locations, and that the market, quality supervision, or territorial management is difficult to trace back to the source and penalties are difficult. Therefore, cross-regional linkage must be strengthened.

Representative Wang Liping also proposed to speed up the supervision of third-party online trading platforms and establish an industry quality and safety alliance. The sellers on the e-commerce platform not only have to file on the platform, but also implement industry and commerce records. After the filing of the “family laws” on the platform, it becomes the “national law” of the country, thereby increasing the illegal cost of businesses. At the same time, e-commerce companies, e-commerce platforms, and industry associations must jointly construct an industry self-discipline network, openly disclose sellers' selling and complaints, and form a mechanism for dishonesty and total restrictions.
