The 2018 Distribution Network Repair Project (First Batch) under this bidding initiative, managed by the Qishi Power Supply Branch, has been officially approved by the Guangdong Power Supply Bureau of Guangdong Power Grid Co., Ltd. The construction is being carried out by the Guangdong Power Supply Bureau, with funding sourced from internal company funds and bank loans. All necessary conditions for the bidding process have been met, and the project is now open for competitive bidding. 2. Project Overview and Scope of Tender 2.1 Construction Location: Dongguan 2.2 Project Scale: This project covers the 2018 Distribution Network Repair Project (First Batch) of the Qishi Power Supply Substation. It involves the repair, replacement, and maintenance of power facilities, including distribution equipment and related auxiliary systems within the jurisdiction of the Qishi Power Supply Sub-branch. 2.3 Project Duration: The construction period will begin from the contract signing date and must be completed by December 31, 2018. The actual timeline will be determined based on the start-up and completion reports. 2.4 Scope of Bidding: The tender includes the periodic replacement, repair, and maintenance of key components such as power distribution equipment and supporting infrastructure. Detailed requirements are outlined in the official tender documents. 2.5 Tender Division: The project is divided into a single bid section. 3. Qualification Requirements for Bidders (1) The bidder must possess independent legal person status, hold a valid business license, and have a valid production safety permit issued by the relevant administrative authority. (2) Qualifications: The bidder must be a qualified general contractor for power engineering or power transmission and transformation projects, with a grade of at least Level II, or hold a "License for Repairing (Repair or Maintenance) Power Facilities" with Class V qualifications for housing and Class V for undertaking. (3) Project Manager Requirements: The project leader must be a minor project manager or a registered construction engineer of Level II or above. Secondary-level engineers must be registered in Guangdong Province and meet the requirements outlined in Document No. [2011] No. 81 of Guangdong Jianjian, and must be registered with the Guangzhou Public Resource Trading Center. (4) The bidder must not have any restrictions on bidding imposed by the local government, China Southern Power Grid Co., Ltd., Guangdong Power Grid Co., Ltd., or the Dongguan Power Supply Bureau. (5) Consortium bids are not accepted. (6) Additional Requirements: 1. The company must be registered at the Guangzhou Public Resource Exchange Center, and the project manager assigned to this project must be listed as an employee in the company’s registration at the same center. 2. If the bidder, or any affiliated entity (including agents, subsidiaries, or entities involved in sales or labor services), has engaged in any illegal activities during participation in bidding or economic transactions within the China Southern Power Grid system, they will be disqualified from participating in future tenders for a specified period, as per the regulations outlined in "China Southern Power Grid Co., Ltd. Supplier Bribery Information Record and Disposal Methods." 4. Acquisition of Tender Documents 4.1 All bidders interested in participating are invited to obtain the tender documents from December 14, 2017, to December 20, 2017, between 9:30 AM to 11:30 AM and 2:00 PM to 4:00 PM (Beijing Time).
