The lack of retirement system for over-age appliances does not have a uniform recycling standard

"The car does not fall down and only push," which is a true portrayal of domestic over-age appliances. Recently, when reporters interviewed consumers in Beijing, they found that the use of “overage” appliances was severe. Many consumers are also vague about the concept of "life of home appliances." Industry experts advise consumers not to use over-age appliances, and there will be great safety risks when they continue to use them. At the same time, it called on the state and related companies to join hands to issue relevant "retirement" policies, so that the recycling of over-age appliances will be on track.

Nearly half of consumers do not know how many years to use

With the advent of 8-10 years of kitchen and household appliances such as electric water heaters and range hoods, the safety incidents caused by the overage service of home appliances are increasing year by year. However, the reporter found in the survey that the concept of the age of consumers for household appliances is ambiguous.

"Electric water heaters in the home suddenly failed two days ago. Special maintenance personnel were asked to come to the door. The result was informed by the maintenance personnel that the electric water heater was installed in 2001 and was 11 years old, far exceeding the 8 year service life prescribed by the state. It is recommended that scrapping be carried out. Some of the wires are already aged and it is prone to electric leakage. There is a serious safety hazard.” Ms. Yang, who lives in Chaoyang District, told reporters that it was not clear that household appliances had a useful life.

In the investigation, the reporter found that there are still many consumers like Ms. Yang. There is no understanding of the useful life of household appliances. It is generally believed that unless the appliance fails and repair is too expensive, it will be replaced. If it does not affect the use of appliances, it will continue to be used.

According to relevant data, 45.3% of consumers do not know the useful life of household appliances, while 35% of consumers still have old appliances that are “expired” in service. The main reason for these "overage service" of these household appliances is that they can still be used normally, and some consumers are not willing to replace them because the family's economic situation is not good.

For the “overage service” of home appliances, Luo Qingqi, a senior director of Pare Consultancy, advises consumers to use these appliances according to their design life. "After the appliance has exceeded its useful life, there will often be a lot of hidden dangers." Appliance analyst Liang Zhenpeng also said that after the use of appliances beyond its useful life, whether its electrical performance or safety performance will drop, prone to leakage, Leaking gas and other issues. For a long time, there may be risks such as board burning, which directly threatens the life safety of consumers.

Shuaikang Group Vice President Liu Chunhua also told reporters that over the years of use of electrical appliances, there is not only a large number of security risks, but the power consumption of household appliances overage is also quite amazing. Compared to home appliances in normal use, the power consumption of over-age appliances will increase by 20%, or even 40%, which is a veritable “electric tiger”.

No uniform recycling standard for production enterprises

The reporter found through investigation that the instructions for all types of household appliances are generally very clearly marked on the three bags, but the relevant descriptions such as the useful life are not highlighted, and are often mentioned only in the manual. Consumers often only pay attention to the product's performance and price when purchasing home appliances, and there seems to be little attention to the issue of the age of home appliances.

In this regard, Lu Jiebo, deputy secretary-general of the China Electronic Chamber of Commerce, said: "Companies should give explicit warnings on product labels, and publicize consumers to increase the number of years of use."

It is understood that from May 1, 2008, the country began to implement the "General Requirements for the Use of Household and Similar Electrical Appliances for Safe Use and Recycling" (hereinafter referred to as the "General Rules"), and the general rules clearly stipulate the reference period for the safe use of household appliances. Such as color TV, air conditioners 8-10 years; electric water heaters, gas stoves, washing machines, vacuum cleaners for 8 years; refrigerators 12-16 years; rice cookers, fans, microwave ovens for 10 years; personal computers for 6 years; hair dryers for 4 years; electric blankets 6 years.

In fact, the promotion of the General Principles is still lacking. In an interview, the reporter found that basically as many as 90% of the users did not know that the country still has such regulations. This is also one of the reasons for the “overage appliances” rampant. Chen Liming, Editor-in-Chief of Home Appliances World Network, expressed that this is related to the traditional Chinese saving of virtues and the lack of scientific knowledge of consumer use. Consumers often do not pay attention to the service life of their home appliances. At most, they use it as a reference factor to determine whether a product is good or bad. In the process of use, they only pay attention to the eyes and “can use and use”. In this way, it will bring a greater impact on the recovery of the company.

Liu Chunhua said that the Shuaikang Group has long established a special "overage kitchen and toilet" management department, through the information system, statistical sales of products and customer information, 1 year in advance by telephone to remind the user that the product is about to reach the service life, should be replaced. If the user repeatedly reminds them not to change, they will arrange for after-sales service personnel to visit their door for overhaul and check the safety risks as much as possible, and remind the user to dispose of over-age appliances. The department is also responsible for the retirement, disposal and reuse of “laid-off” appliances.

Liang Zhenpeng said that there is also a large relationship between overage appliances and the country’s overall economic situation. As China’s consumer income is lower than that of developed countries, after the appliances have reached the age of use, there is a feeling of reluctance to throw them. In addition, the current home appliance recycling system is not perfect, depreciation will easily give tens of dollars, there is no uniform and standardized recycling outlets.

Related policies urgently need to be introduced

It is understood that the "old-for-new" policy on home appliances that began on June 1, 2009 expired on December 31 last year. With the retreat of the old-for-new policy, old and discarded household appliances have become a heart disease for consumers. Through interviews, the reporter found that during the implementation of the policy, the average consumer can purchase seven or eight pieces of household appliances, which can often save four or five thousand yuan. Nowadays, it is often the case that TVs and refrigerators are sold for more than ten yuan to more than one hundred yuan, resulting in consumer reluctance to replace old appliances.

In fact, the cancellation of the “renewal of old” policy has, to a certain extent, caused the discarding of discarded household appliances. As a result, problems such as environmental pollution, health and safety are highlighted. Chen Liming said that although over-regulation of household appliances is difficult and difficult to achieve, the government can re-introduce policies such as “old for new” to guide consumers to correctly handle over-age appliances.

There are a lot of hidden dangers in over-age appliances, but why did the country not introduce regulations? In response, Luo Qingqi told reporters that it would be difficult to solve problems from the aspects of policy, law, and supervision. "If household appliances are not like cars, if a car is damaged on the road, or there are hidden dangers, it may cause traffic jams and major traffic accidents. This consequence is extremely serious, so the state has mandatory scrapping regulations for automobiles."

The reporter found that the biggest problem in the process of recycling over-age appliances is that the country's relevant policies and regulations are not perfect. Although there are relevant standards and regulations on the age of home appliances, they have not yet been implemented in depth, implementation is not adequate, and publicity has not kept pace. For the recycling of over-age appliances, the country has not introduced relevant measures for handling, there is no uniform standard of treatment.

Liu Chunhua believes that in order to completely solve this market, well-known home appliance brands should take responsibility. First of all, vigorously promote the harm caused by over-age appliances to consumers, so that consumers recognize the necessity of timely updates of appliances. Secondly, the launch of over-age appliances to reap the benefits of subsidies and other forms of activity, mobilize consumers to update the enthusiasm of electrical appliances.

Liang Zhenpeng expressed his recognition of this. First of all, from the perspective of the market, the government has once again introduced a “new-for-new” policy and financial subsidies, which is undoubtedly a good solution. Secondly, for production companies, “whoever produces and who is responsible” can be used to establish recovery points in their own sales outlets and after-sales network system, and to recover these overage appliances in accordance with the unified recycling system. At the same time, it is also possible to open up to consumer discounts, that is, consumers can take advantage of the old products and can enjoy a discount of 80% when buying new products. Through these means, the production companies can not only increase the sales of new products, but also can dismantle the recycling of old household appliances. This is a multi-purpose initiative and is entirely feasible.
