How can artificial intelligence's "hype hot" truly become "floor heating"?

In this year's "Government Work Report," artificial intelligence has once again been emphasized as a key topic. The report highlights the implementation of big data development initiatives, the advancement of next-generation artificial intelligence, and the promotion of "Internet +" across sectors like healthcare, elderly care, education, culture, and sports. AI, big data, and "Internet +" have become the foundation for industrial transformation and the driving force behind smart industries. What makes the new generation of AI "new"? Transforming the hype around AI into real-world impact—what could be called "floor heating"—is likely to be the central theme and core focus of China’s AI development over the next 3-5 years. Artificial intelligence has made a solid start. China’s economic growth has entered a "new normal," which essentially means shifting from rapid growth to a balance between growth and quality. The development of AI in China began in 2015. After three years of steady progress, market development, government support, and entrepreneurial enthusiasm, it is now entering a high-quality phase focused on depth and sustainability. In May 2015, the State Council released "Made in China 2025," positioning "intelligent manufacturing" as the main direction for Chinese industry. Smart manufacturing represents the fusion of AI and traditional production. For AI to truly take root, it needs to be integrated with specific industries and applied in real-world scenarios. China has prioritized practical applications from the beginning, avoiding mere theoretical speculation—a wise and effective approach. From 2015 to 2016, multiple policy documents were issued by the State Council and relevant ministries, offering clear guidance on AI integration. For instance, the "Guiding Opinions on Actively Promoting the 'Internet Plus' Initiative" included AI among its 11 priority areas. The "Three-Year Action Plan for 'Internet + Artificial Intelligence'" aimed to create a multi-billion yuan AI market by 2018. 2017 marked a turning point for AI in China. In March, AI was first mentioned in the "Government Work Report," elevating it to a national strategy. Later that year, the State Council released the "New Generation Artificial Intelligence Development Plan," outlining a three-step roadmap. By 2030, China aims to lead globally in AI, with the core AI industry exceeding one trillion yuan and stimulating over ten trillion yuan in related industries. In December, the Ministry of Industry and Information Technology launched a three-year plan (2018–2020) focusing on AI industrialization and integration with manufacturing. AI was again highlighted in the 2018 "Two Sessions," showing its growing importance as a tool for national strength and a measure of competitiveness. Its deep integration with society and the economy is an urgent challenge and the key area for future development. AI is like a drop of water, gradually seeping into all aspects of life. It acts as a catalyst, connecting traditional industries with emerging technologies and accelerating innovation through deep integration. As AI continues to evolve, it will drive further transformation and development across sectors. During the recent "Two Sessions," discussions on AI were intense. Li Yanhong, CEO of Baidu, proposed encouraging enterprises to open up AI platforms, suggesting more government support through policies, funding, and tax incentives. He also advocated for stronger investment in open-source deep learning platforms. This would help connect AI capabilities with traditional industries, enabling real economic growth. Ma Huateng, CEO of Tencent, emphasized starting AI applications in vertical fields such as manufacturing, where AI can reduce costs and improve efficiency. Yang Yuanqing, Chairman of Lenovo, proposed four AI-related initiatives, highlighting AI's role in transforming China's manufacturing sector and empowering the real economy. AI is not just a trend—it's a fundamental shift. It will continue to permeate every aspect of life, acting as both a connector and a driver of innovation. With ongoing research, talent development, and international collaboration, AI is set to bring about significant changes in the coming years. As AI becomes more embedded in society, its "floor heating" effect is already becoming evident. From university programs to industry applications, the demand for AI talent is rising, and the field is gaining momentum.
